I. Participants
- Participants must be active Diploma (D3/D4) or Undergraduate (S1) students from universities across Indonesia.
- Participants must not yet hold a Bachelor’s Degree (S1/D4).
- Maximum semester requirements:
- D3 students: maximum semester 6
- D4 and S1 students: maximum semester 8
- Participants must be Indonesian citizens.
- Each team consists of 2 students from the same university within the same Regional LLDIKTI 1–16 area.
- Each university may send unlimited teams.
II. Registration
- Registration is conducted online through the official website: https://pgtc.id
- Participants must complete the registration form and upload the following documents:
- Assignment/recommendation letter from the university
- Certificate of active student status (not currently on academic leave)
- Participants are required to follow the official accounts:

III. General Competition Rules
- Participants are required to participate in all competition activities.
- Teams that qualify are not allowed to replace team members.
- Teams that qualify for the offline stage must attend according to the schedule and regulations determined by the committee. (Accommodation and transportation expenses will be covered by the committee.)
- Participants are allowed to bring companions and supporters at their own expense. (Accommodation and transportation expenses will not be covered by the committee.)
- Participants must uphold ethics, professionalism, and sportsmanship throughout the competition.
- The committee reserves the right to disqualify participants proven to commit violations, cheating, or actions contrary to the competition rules.
IV. Debate Technical Rules
- The debate format uses the British Parliamentary (BP) system.
- The debate will be conducted in English.
- Debate motions are impromptu and will be announced shortly before the debate begins.
- Case building time is 15 minutes after the motion is announced.
- Each speaker will have 7 minutes and 20 seconds to deliver their arguments.
- All debates will be tabulated using the Tabbycat system.
- Scores and results will be publicly announced through the Tabbycat system.
V. Competition Process
- A. Online Competition Stage
- Debate teams will participate in the online preliminary rounds.
- The competition system and number of rounds will be announced further by the committee.
- The top 16 teams will advance to the offline stage / National Final.
- B. National Final (Offline)
- The Top 16 teams will compete directly during the Final National PGTC 2026 series.
- Four finalists will advance to the EDC 2026 Grand Final.
- The Grand Final will be held on the main stage of PGTC 2026 and may be livestreamed.
VI. Judging
- The judging panel consists of national and international adjudicators experienced in British Parliamentary debate competitions.
- Judging criteria follow British Parliamentary standards (KDMI and WUDC), including:
- Quality and substance of arguments
- Structure and flow of debate
- Strategy and chamber role fulfillment
- Delivery style
- Responsiveness and engagement
- Judging will be conducted objectively and professionally.
- Tabulation results and judges’ decisions are final and cannot be contested.
VII. Awards
- All participants who pass the administrative verification stage will receive e-certificates.
- All Top 16 finalists will receive National Finalist certificates.
- Main Categories:
- 1st Winner : IDR 50,000,000 + Trophy + Medal + Certificate
- 2nd Winner : IDR 35,000,000 + Trophy + Medal + Certificate
- 3rd Winner : IDR 25,000,000 + Trophy + Medal + Certificate
- 4th Winner : IDR 15,000,000 + Trophy + Medal + Certificate
- Best Speaker Debater : IDR 7,000,000 + Trophy + Certificate
- The 1st, 2nd, 3rd, and 4th Winners will also have the opportunity to join an International Exposure Program with Pertamina.
- Detailed prize information will be announced through the official PGTC 2026 channels.
VIII. Field Trip & Additional Program
- National finalists and their companions may have the opportunity to participate in additional activities organized by the committee.
- Further details regarding these activities will be announced later by the committee.
IX. Committee Decisions
- Decisions made by the judges and committee are final and cannot be contested.
- The committee reserves the right to make changes regarding schedules, technical matters, and competition regulations if necessary.

- The competition is individual-based.
- Open to active Diploma (D3/D4) and Undergraduate (S1) students from all universities in Indonesia.
- Participants must not yet hold a Bachelor’s Degree (S1/D4).
- Maximum semester requirement:
- D3 students: maximum semester 6
- D4/S1 students: maximum semester 8
- Participants must be registered in the Indonesian Higher Education Database (PD-Dikti).
- Participants must be Indonesian citizens.
- Each participant may only submit one paper.
- There is no limit to the number of participants from each university.
- Participants must provide an assignment/recommendation letter from their Department/Faculty/University.
- Participants must have an interest and vision in energy security, energy transition, and energy sustainability issues.
- Participants are required to follow:

- Participants must understand and agree to all competition rules and regulations.
- Participants are required to participate in all stages of the competition.

V. Paper Requirements
- The paper must be original and must not have won any previous competitions.
- The paper must be written in English.
- The paper must align with one of the designated sub-themes.
- Paper length must be between 10–20 pages, excluding cover page, table of contents, and appendices.
- The paper must be submitted in PDF format.
- File naming format: ParticipantName_University_ShortTitle_EICPGTC2026.pdf
VI. Presentation Video Requirements
- Video Specifications:

- Maximum duration: 3 minutes
- Landscape format 16:9, minimum 1080p
- Must use the official competition frame provided by the committee

VIII. Copyright and Publication
- Copyright ownership remains with the participant.
- Participants grant PT Pertamina (Persero) a non-exclusive license to use the submitted works for educational, documentation, and non-commercial publication purposes.
- Participants are fully responsible for the originality of their submitted works.
- Selected works may be published by the committee while still crediting the participant(s).

XI. Other Provisions
- Participants who violate the regulations will be disqualified.
