Pertamina Goes To Campus

I. Participants

  1. Participants must be active students in D3, D4, or S1 programs from universities across Indonesia.
  2. Must not have obtained a bachelor’s or equivalent degree (S1/D4)
  3. Maximum semester eligibility:
    • D3: maximum of 6 semesters
    • D4 and S1: maximum of 8 semesters
  4. Participants must be Indonesian citizens (WNI).
  5. Each team consists of 2 students from the same university and the same LLDIKTI region.
  6. Each university is allowed to submit only one team for the competition.

II. Registration

  1. Registration is conducted online via the official website: https://pgtc.id.
  2. Participants are required to complete the registration form and upload the following documents:
    • Assignment/recommendation letter from the university (sample)
    • Letter of statement confirming the student is currently enrolled and not on academic leave
  3. Participants are required to follow the official Instagram accounts:
    • @pertamina
    • @pgtc.id

III. General Competition Rules

  1. Participants must attend all competition-related activities:
    • Debate seminar
    • Technical briefing
    • Online and offline competition rounds
  2. Teams advancing to the national stage are not allowed to change team members.
  3. Teams advancing to the top 16 offline round must be accompanied by one official representative from their university.
  4. All participants must uphold ethics, professionalism, and sportsmanship throughout the competition.

IV. Selection Mechanism

  1. Initial selection is based on the submission of three debate videos according to motions and instructions provided by the committee.
  2. All videos must be original, without the use of artificial intelligence (AI) tools or external assistance of any kind.
  3. Any form of cheating will result in immediate disqualification.

V. Debate Format

  1. The competition follows the British Parliamentary (BP) format.
  2. The debate will be conducted in English.
  3. Each speaker is allocated 7 minutes and 20 seconds to deliver their argument.
  4. All debates will be tabulated using the Tabbycat system, with scores announced publicly.

VI. Selection Process

  1. Stage 1 – Video Debate Submission

    Participants must submit three debate videos based on announced motions:

    • Video 1: Prime Minister (Opening Government)
    • Video 2: Deputy Leader of Opposition (Opening Opposition)
    • Video 3: Closing Government (both team members in one video)

    All videos must be original, AI-free, and recorded according to the committee’s technical specifications. Violations may result in disqualification.

    Output: The top 112 teams, as selected by the judges, will advance to the online debate stage.

  2. Online Competition Stage (via Zoom)

    112 teams will compete in 6 preliminary online rounds.

    System: Pre-elimination → Top 32 → Quarter-finals (Top 16)

    Platform: Zoom and Tabbycat

  3. National Final (Offline)

    The top 16 teams will compete live on the main PGTC stage.

    Format: Knock-out system from quarter-finals to grand final

    The grand final will be broadcast via livestream.

VII. Judging

  1. The panel will consist of:
    • 40 experienced national/international judges
    • 3 competition coordinators
    • 2 tabulators
  2. Judging will follow BP standards (KDMI and WUDC), including:
    • Quality of arguments
    • Structure and flow
    • Strategic role fulfilment
    • Delivery style
    • Responsiveness and engagement
  3. Scores will be tabulated and published via the Tabbycat system.


VIII. Awards

  • All participants who pass the initial verification stage will receive an e-certificate.
  • All Top 16 finalists will receive a national-level certificate.
  • 1st Place: IDR 50,000,000 + Trophy + Medal + Certificate
  • 2nd Place: IDR 35,000,000 + Trophy + Medal + Certificate
  • 3rd Place: IDR 25,000,000 + Trophy + Medal + Certificate
  • 4th Place: IDR 15,000,000 + Trophy + Medal + Certificate
  • Best Speaker Debater: IDR 3,000,000 + Certificate 
  • Become a Champion and Join an Exclusive Overseas Program with Pertamina *(1st to 4th place winners only)

IX. Committee Decisions

  1. All decisions made by the judges and organizing committee are final and not subject to appeal.
  2. Any changes regarding the competition (schedule, technicalities, etc.) will be announced via PGTC’s official social media accounts.

Sub-Theme A: Maximizing Legacy Energy Business to Strengthen National Energy Security

Sub-Theme Description:
This sub-theme refers to strategic efforts to optimize the company’s core business in the energy sector, particularly oil and gas (O&G), which has long been the main foundation for maintaining national energy security. As Indonesia's leading state-owned energy enterprise, Pertamina plays a vital role in ensuring reliable, affordable, and sustainable energy supply for all segments of Indonesian society.

In the midst of the ongoing transition to clean and low-carbon energy, Pertamina remains committed to maximizing the potential of conventional energy businesses (legacy businesses) as the backbone of national energy supply while simultaneously developing a new and renewable energy portfolio.

Optimization of legacy businesses includes the following key sectors:

  • Upstream Oil & Gas: Focusing on increasing national oil and gas production through efficient and sustainable exploration and exploitation, including applying technology to enhance recovery rates and well productivity.
  • Refining: Developing flexible and modern refineries capable of processing various types of crude oil, improving operational efficiency, and producing high-quality fuels, gas, and petrochemicals.
  • Marketing and Trading: Strengthening the energy retail business through the expansion of fuel station networks, enhancing service quality, developing O&G derivative products, and utilizing digital platforms for adaptive customer service.
  • Transportation and Logistics: Managing and developing oil and gas transportation and logistics infrastructure, including tanker fleets, pipeline networks, and energy storage and distribution facilities to ensure smooth national supply.
  • Gas Business: Increasing the distribution of natural gas to industrial, power generation, and residential sectors as part of a medium-term strategy for cleaner energy diversification based on national resources.

This sub-theme encourages participants to formulate ideas, solutions, and strategies to strengthen Indonesia’s oil and gas sector as part of a dual growth strategy: reinforcing national energy security through conventional businesses while supporting the acceleration of energy transformation toward a more sustainable future.

Sub-Theme B: Building Low-Carbon Energy Business for a Sustainable Future

This sub-theme invites participants to explore strategies, innovations, and business transformation in building a low-carbon energy portfolio as part of Indonesia’s energy transition journey. In facing climate change challenges, rising global emissions, and international pressures on decarbonization, energy companies like Pertamina must develop solutions that are both environmentally friendly and commercially viable.

Low-carbon energy business is not merely a trend but a strategic necessity to ensure long-term business sustainability. The development of renewable energy, energy efficiency, digitalization, and clean technology are vital parts of this transformation roadmap. Pertamina, through various transformative initiatives, has begun building a low-carbon energy ecosystem to complement and strengthen its core business.

Key focus areas for development include:

  • New and Renewable Energy (NRE): Development of solar, bioenergy, geothermal, and wind power projects, implementation of hybrid systems or integration of NRE into the national grid and industrial zones.
  • Hydrogen Energy & Future Fuels: Technology innovations in green/blue hydrogen and its potential use as fuel in transportation or heavy industries.
  • Carbon Capture, Utilization and Storage (CCUS): Strategies to capture and utilize carbon emissions from oil & gas or industrial activities to significantly reduce CO₂ emissions.
  • Bioenergy and Bioproducts: Development of biofuels, green diesel, and other plant-based fuels as alternatives to fossil fuels with lower emissions.
  • Circular Economy & Waste-to-Energy: Implementation of circular economy models in the energy sector, including the use of waste as an alternative energy source.
  • Digitalization and Energy Efficiency: Utilizing digital technologies (IoT, AI, smart grids) to improve operational efficiency, reduce emissions, and manage energy smartly.

This sub-theme encourages participants to design innovative and practical solutions to accelerate the transition to low-carbon energy businesses, aligned with national context, rooted in domestic industrial strength, and consistent with sustainable development goals.

III. Participants and General Requirements

  • Individual participants only.
  • Active D3/D4/S1 students from all over Indonesia.
  • Participants must not have obtained a Bachelor's degree (S1/D4).
  • D3 students: max semester 6; D4 & S1: max semester 8; must be registered in the Higher Education Database (PD-Dikti) at https://pddikti.kemdiktisaintek.go.id/
  • Indonesian citizen.
  • Each participant may submit only one scientific paper.
  • Each university may send a maximum of 3 participants.
  • Participants must attach an official assignment letter from their university. Assignment letters from faculties or subordinate institutions will not be accepted.
  • Participants not listed in the university-issued assignment letter cannot participate.
  • Must have an interest and vision in energy security, renewable energy, and energy supply chain issues.

Top 10 Finalists:

  • Must be accompanied by one campus delegate.
  • Must use PGTC 2025 Twibbonize (Link).
  • May bring up to 1 supporter during the final event (accommodation not provided by the committee).
  • Must uphold ethics, politeness, and professionalism.
  • The committee reserves the right to disqualify participants who commit fraud, plagiarism, violations of applicable laws, or fail to meet eligibility requirements.
  • Judges' and committee decisions are final and not subject to appeal.

VIII. Copyright & Work Publication

  • Copyright Ownership
    The copyright of the scientific paper and video presentation materials remains entirely with the participant as the original creator and idea owner.
    However, by entering this competition, participants grant PT Pertamina (Persero) a non-exclusive license to use, store, reproduce, publish, and/or distribute the work for non-commercial, educational, promotional, or documentation purposes.
  • Originality Responsibility
    Participants must guarantee that all submitted works are original, have not been submitted to or awarded in other competitions, and are free from third-party claims.
    Any copyright infringement, including plagiarism or unauthorized use of content, is the sole responsibility of the participant and may result in disqualification.
  • Publication and Exposure
    PT Pertamina (Persero) reserves the right to publish selected works (while crediting the author/participant) in the form of:
